If [rain] falls for crops but not for the trees, for the trees but not for crops, for both of these but not for cisterns, ditches and caves the alarm is sounded at once.                        תענית 3.2
ירדו לצמחים אבל לא לאילן, לאילן אבל לא לצמחים, לזה ולזה אבל לא לבורות ולא לשיחין ולא למערות-- מתריעין עליהן מיד
And so too if no rain falls upon a particular city, as it is written, and I caused it to rain upon one city, and caused it not to rain upon another city; one piece was rained upon etc. In such a case that city fasts and sounds the alarm, but those [in the places] around it fast but do not sound the alarm. R. Akiba says: they sound the alarm but do not fast.                                                       תענית 3.3
וכן עיר שלא ירדו עליה גשמים, כמו שנאמר ''והמטרתי על עיר אחת, ועל עיר אחת לא אמטיר; חלקה אחת תימטר, וחלקה אשר לא תמטיר עליה תיבש''  (עמוס ד,ז) -- אותה העיר מתענה ומתרעת; וכל סביבותיה מתענות, ולא מתריעות׃ רבי עקיבה אומר, מתריעות, ולא מתענות
